4. Minutes of the Previous meeting were proposed by Jan Bunker, seconded by Alan
Baker & approved by unanimous vote and signed by the Chairman
5. Matters Arising – there were none
6. Treasurer’s Report – Andrew Shorney
7. I am pleased to present the annual accounts for the year to 31st March 2026. The accounts
have been prepared by myself and have been checked by Graham Cockburn from North End
Bowling Club.
8. In the financial year we made a surplus of £2614.27.
9. The surplus was mainly due to the sponsorship of £3,000 kindly provided by our new
sponsor Square One Projects which enabled us to buy the new shirts.
I will start with the income and from the top.
Affiliations is received annually from Hampshire ESMBA members part of which we are able
to retain to help finance Hampshire bowls and the remainder is forwarded onto the ESMBA.
Total Affiliation income was £4,981 and up from £3,934 in 2025 & £3,289.00 in 2024.
Partially due to the small price increase but also due to larger number of members.
Competitions is the income received from entrants for both the National Qualifiers and for
the Open competitions we held. Total income was £3,220 & up from the £3,143.00 received
in 2025.
The expenses for the competitions are also summarised individually being Hall Hire which is
£220 per day, Umpire costs, engraving & Prize money (£10.00 to the winning person of each
National Qualifier).
The individual Competitions profit or loss is as follow – national triples -£24, Mixed Fours -
£61, Fours £-54, U18s £-2, Singles £+133, Pairs £-66, Over 55 Pairs - -£25, Open Pairs £100,
3wood pairs £272
The summer friendlies against Surrey made a profit of £355. This is expected to increase in
the coming season as we are also playing Wiltshire home & away.
Both the Hurricanes & Buccaneers Team made a profit of £467
This meant overall from all bowling activities in the year Hampshire made a profit of
£1,562.36 compared with £969.18 in 2025 also up up on the £654.71 made in 2024.
Raffle income related to the Summer friendly matches, the Open competitions & the raffles
undertaken on match days and totalled £913 compared to £955 in 2025, with costs showing
at £256.64 compares with £256.83 in 2025. This is a vital part of our income and helped to
offset the costs of hall hire, etc. I want to thank all those that helped organise the raffles,
donated prizes and also those that bought tickets.
Interest received - - we received £79.00 of bank interest for the money we keep in Barclays
savings account.
With respect to expenses not already discussed above:
Your committee meets regularly as possible and we used a room at Wickham Community
Centre which gives us favourable rates. The expenses are purely the cost of hiring the room
at £28.50. We moved to on line meetings during the year which not only saves money for
Hampshire, also reduces the fuel cost & time for all committee members. We hope to
continue these in the future but this depends on having a committee member able to host
the meetings
ICC Entry is the registration fee for the Hurricanes & Buccaneers entry for the 26/27 season.
Printing & postage expenses are the costs incurred in the general administration of the
Association.
In summary, the Association saw total income of £14,369.00 and total expenditure of
£11,754.73 with a balance on the bank accounts as at 31st March 2026 stood at £9,095.77
with no cheques or invoices outstanding.
I also wish to confirm that I happy to stand for re-election if you want me.
Thank you.
The Treasurer’s report was voted in as accepted – proposed Barbara Sparling, seconded by
Mike Wright, Unanimous vote.
10. Premier Team Manager’s report – David White
In David’s absence Andrew Shorney read out his report below:
Hampshire Hurricanes’ campaign came to an end in the first knockout round against Somerset --
a side that, realistically, we should be competing strongly against and beating. Unfortunately, the
team was heavily depleted, with multiple regular players unavailable, meaning a number of
newer members had to be drafted in at short notice. I also raised a grievance with the ESMBA at
their poor organization of this tie, which was met with unexpected argumentative tones from the
competition organizer.
While everyone who stepped in gave their all, the season has highlighted that changes are
needed in the way Hampshire operates if we are to progress and consistently compete at the
level we know we are capable of. We have already shown our potential through successes such
as the Double Rinks victory, proving that the talent is there within the county.
Following considerable thought, I have also announced my decision to step down as manager.
Alongside personal circumstances, I also feel the role has become untenable under the current
structure and way Hampshire is run. For the county to move forward and achieve the success it is
capable of, something needs to change, although what that solution looks like is something for
the committee to carefully consider going forward.
I would like to thank everyone who has supported me during my time as manager and wish
whoever takes over the role the very best of luck for the future
11. Buccaneers Team Manager’s Report – Andrew Shorney
The Buccaneers team had an interesting season in the new format of league being drawn
against Avon, Wiltshire & Oxfordshire who only have one team each.
Having obtained outline availability for the season from the majority of my squad of players
including the knock outs rounds I was aware that I was missing players for a number of the
later matches & the knock out rounds and therefore opted to use a rotation method for
players to ensure I had a core of players available for all the matches. The key issue is always
finding a balanced team with experienced players playing in the key positions to support the
newer players. As a result, I used 27 players over the whole season.
At the start of the season in my first team talk I told the team I didn’t know what to expect
in terms of results but that if we play as a team and support each other throughout then we
had a chance of doing well.
Well what happened blew me away. We played in some very tight matches but managed to
win all 6 matches to comfortably top the group. Going into the Main cup competition. Wow, I
didn’t expect that.
Then because of the results we bypassed the prelims straight into the QF against Surrey.
Having given it some consideration I emailed the ESMBA and offered to play the game at
Surrey’s home venue at Wey Valley because I wanted to save everyone the cost of travelling
and hotel expenses and also because I believed we had enough experience in the team to
win on their fast mats. I didn’t believe the ESMBA would accept my offer but they did with
Hampshire being designated the home team.
In a very tight match where I was missing 3 key regular players the match went to the last
four playing & we snatched a late win 22-18 to go into the SF.
In the SF we played against Cheshire at Melton Mowbray and in a good contest in which we
got them worried we finally lost 14-26.
I am overwhelmed by the support I have received from all the players that played and
personally want to thank everyone who played for me.
If you will have me I would like to stand as Buccaneers Manager for next season. I do plan to
slowly bring in some of the teenagers I know we have out there playing in various clubs.
They won’t be able to play in all the games because of safeguarding requirements but I
believe my role as Buccaneers Manager includes helping the next generation of players get
established in the County Squad. As a result of playing these youngsters I plan to again
operate a squad system which I anticipate increasing to 30 players. It will mean people
accepting the rotation system so if you vote for me please be aware of my plans.
Many thanks.

14. Membership Secretary’s Report – Barbara Sparling
We have 621 members affiliated to the ESMBA covered by 26 clubs registered. Sherfield Village
rejoined us after several years away and two new clubs Alençon & Caen came on board.
As usual I thank everyone for getting their information back to me in such a timely fashion, it
does make the job so much easier. I know it can be a massive undertaking for those clubs that
do not meet up until the end of October, so I appreciate your efforts. I do, however, smile at the
“alphabetical content” of some listings ……. given by first name rather than family name…
The BACS payment system for affiliations worked well again, with Andrew & I liaising on when
payments had been received so I could get the new cards and membership list sent to you. It has
helped to have up-to-date contact emails for your club contact, please remember to advise if the
details change. Your contact details are safe with me/us.
NOW. This will come as a bit of a shock to many, but this will be my last report as Membership
Secretary. I am stepping down from the post I have held for (probably) 25 years, because I feel I
am no longer as “on the ball” as I was even three years ago. No particular medical problem, but
just now lacking the ability to remember things too well!!! (you ask my husband, ummm
whatever his name is!!) … and this position needs someone who is on top of their game.
Thankfully, and due to Andrew’s diligence, we have found a “willing” volunteer to take over –
and on the assumption that you will vote her on to the committee, I am very happy to pass the
baton to Janice Gould. I will stay on committee for a couple of years to assist her, which should
provide a seamless handover.
15. Proposals –
There were a number of proposals recommended and approved by the committee,
these were clarified by the Secretary, Andrew Shorney with the first being a
requirement following a request from the ESMBA to match the dates of the ESMBA
which had changed in a previous year.
The second proposal was a change in the name of duties for some of the committee
responsibilities to reflect the changing nature of how the committees responsibilities
were changing.
The remaining proposals were explained as needed as following the move to
electronic payment option for members for matches they had been a significant
increase in members not paying and needing to be chased. This is not fair on the
Treasurer who needed to police the matter bit also for the Hurricanes & Buccaneers
Managers who needed to chase payment. The onus has been placed on the member
to make payment with clear consequences in case of the members decision not to
make payment in a timely manner. 4.9 includes the ability for the committee to
override in case of unforeseen circumstances like a banking failure or family
emergency.
To fall in line with ESMBA dates as requested by the ESMBA: Rule 4.3 to be amended
as follows: All subscriptions must be paid to the Association by 30th September in
each year, and then by the Association to the ESMBA by the 30th October in the
same year. Any renewals or new players registered after the 31st January will be
excluded from playing in the ESMBA National Championships and/or the ICC until
their subscriptions is paid and confirmed by the Membership Secretary. – Voted and
accepted unanimously.
To bring up to date & more reflect the changing nature of their duties:
6.2 The names of the post of two of the officers shall be amended as follows: Press,
Publicity & Webmaster to be amended to Electronic Communications Manager
Coaching Co-ordinator to be amended to Development Manager – Voted and
accepted unanimously.
4.7 – new rule – to prevent late payment of match fees and the need to continually
chase for payment Inter County Competition match fees – will be confirmed by the
committee annually and are currently £6.00. The match fee should be paid on the
day by either cash, cheque (payable to HCSMBA) or by bank transfer direct to the
HCSMBA bank account.
4.8 – new rule If a player opts to make payment by bank transfer then non receipt of
the match fee by bank transfer by the Monday following the match will automatically
mean that the offending player will not be available for the next ICC match. The
Treasurer, will confirm to the Hurricanes & Buccaneers Team Managers who has paid
so the offending player can be identified and advised that their actions have meant
they will not be available for selection to play in the next match and won’t be
available for selection in any further matches until such time as the match fee has
been made.
4.9 – new rule If a player feels they have exceptional reasons for not paying within
the required time then they can appeal to the committee through their team
manager who will listen to their reasons and can override this rule if they feel it is fair
to do so. The committees decision will be final.
16. Election of Committee – the following were elected to the committee and positions

17. New Chairperson’s Closing Remarks.- Good evening, all
I have been involved with the County for many years as a player , committee member
and team manager. I have witnessed high's and low's, success in winning the ICC and
then the low of this year's ICC.
The strength of short mat is strong in Hampshire as is evident in the increase lately of
National qualifiers, I would like to see that strength filter through to our County
teams to put Hampshire short mat bowls firmly on the map.
After seeing the new committee line up, I am confident we can move forward with a
bright future.

the competitions. I would also like to thank the people who are always willing to help with
the mats.

Mike Wright
Chairman
